Problem Note 30533: The time stamp on e-mail that is sent from SASĀ® is not correct
The SAS system in a z/OS operating environment uses the UTC (for Coordinated Universal Time, which is equivalent to Greenwich Meridian Time or GMT) to determine the time stamp that is placed on e-mails. The UTC offset is typically set with parameters in the SYS1.PARMLIB(CLOCKxx) member, which might look something like this:

For example:
- TIMEZONE W.05.00.00 is the setting for fall in the eastern United States.
Therefore, local time in Cary, North Carolina = UTC - 05:00; 10PM UTC is 5PM in Cary, North Carolina.
- TIMEZONE W.04.00.00 is the setting for spring in the eastern United States.
Therefore, local time in Cary, North Carolina = UTC - 04:00; 10PM UTC is 6PM in Cary, North Carolina.
Thus, the UTC offset must be set correctly for the specific time zone from which the e-mail originates in order for the correct time stamp to appear in e-mail that is generated by SAS. Some sites have chosen not to set their UTC offset in accordance with these standards. Instead, they set the time zone to 0:00 and their system clock as if their systems are using UTC.
To provide sites flexibility in accommodating their actual system time zone offset with the desired e-mail time stamp, a SAS option is under consideration for a future SAS release.
